FCN page faintly visible in background on all browsers even when not using the site

Has anyone else noticed that fcn page is visible in the background when using any browser. I have cleared caches and history and yet it appears very faintly when looking closely. Why is this happening, what is the purpose for this happening and how to get rid of it?
