Photos size mb

I have photos scattered everywhere due to my lack of knowledge. They are in Drive, Google Photos, One Drive, my phone, my laptop, desktop AHHHHH!
But, my question is how do I make them smaller in size? Some of them are 4mb but the same pic elsewhere is maybe 400kb. I thought that Drive or Photos would reduce them in size automatically but that doesn't seem to be the case. Any help would be appreciated. But keep it simple cuz I'm stupid, jk, kinda.
 
Those are just places to store your photos. The answer to your question is any image resizer website or program will resize your photos

Absolutely! My bad. Android, Galaxy A51, Samsung Gallery. I did find how to resize pics in there. I've been thinking it was physical size though! And I thought that one of the apps-google photos, drive, one drive- had asked about automatically resizing pics to save space but I could very well have dreamed that. Thank y'all!

Thank you. It took me awhile but I discovered that option in Samsung Gallery. I had been thinking it was referring to physical size.
