As someone who enjoys being a pain in the ass to others and annoying everyone in chat, I absolutely agree with the advice given. If I am being ignored eventually (although this may take a lot of time) I leave the person alone. However, when someone gives me attention even if I did not start the interaction, they are giving me permission to annoy them.
I block people everytime I see them eg Mike in Confessions, I would love to have it be a permanent blocking.
I usually don't block or anything because I always trust there's a good side to someone even if they're a blatant troll or just a bad mouthed inconvenient user
