I never know where a story is going to be quite honest. I started with just a basic idea, that of a human consciousness in an advanced military prototype cyborg and just let the imagination run with that. The heroine 'died' in chapter 1, then there was the 'figuring out how to get her new body to work (it's a fly-by-wire situation, she controls the computer which in turn operates her 'body'). Then came 'Explaining how a dead person is back in the world of the living' (They went public with an 'accident of science explanation). Which in turn provided the motivation for a 'bad guy' to want what she has. That led to a couple of attempts to find out and that brought her in contact with the police when they came to clean up the mess and fill a dozen body-bags. That led to a court case 'Is she human and thus entitled to claim the human right of self-defence?' Then her fiancee dumped her as he believed he had created a monster - which in time led to meeting her 'new guy'. Then there was a terrorist incident and the police asked for her help. That has just given me the idea that enables me to have her to ask the police for help (pay-back for helping with the terrorists) at the finale when her ex-fiancee will be kidnapped with the intent of extracting the secret of consciousness transfer by any means.
So, now I have a destination in mind and a 1/2 a dozen chapters to write to get there. I have 2000 words left in this chapter, so some filler to pad the story a bit then next chapter can start with some erotica - she's just discovered hand-cuffs and I'll have the lover 'interrogate her'. Getting goosebumps thinking about it.
