Could something be implemented that doesn't allow guest accounts to use actual members names in their guest name so as to cut back om trolling.

Or don't allow guest accounts in chat full stop

Report the offending user when you witness such activity.

Number one defense against idiots is to block them (everyone should do so) and not reply to or mention them. Trolls feed on acknowledgement of their existence—replies, reactions, mentions, resulting drama, etc. If you don't acknowledge a troll, it will starve and leave.

I've reported them everytime thru the report user function in chat but not sure that helps
