Technically, yes. There us a forum called "Hookups and Hangouts" where this sort of message would be better placed. You might also try the chat rooms. The "Introductions" forum is where you can tell people a bit about yourself.
In terms of strategy, remember that the user population is male by a large margin. Of the women, some are actually men pretending to be women and some are not interested in men. You face intense competition. Your odds improve if you set yourself apart from the crowd. You'll find that writing complete sentences can make you stand out, and proper grammar and punctuation are very attractive to a lot of women.
