Heeelp please anyone

Could somebody please tell me how to load profile pic up. It's driving me nuts and to make it even more irritating is that I'm pretty well blitzed about now

 

Did you confirm your account by email? I have had same problem b4 and had like a limited access that made me to not been able to set a profile pic.
