It's a disclosure on what will happen if you post anything,pics gifs sometimes even chat about minors you will be banned and your I P address sent to the police
 
Everyone gets that message before you chat. It's just letting you know that we log everyone's IP address in case you do send anything nefarious that we need to get local law involved. It is not targeting you specifically at all.
