Never. Luck is not a thing. Situations you place yourself in and your actions, along with resulting outcomes are the sum of your luck. If you ever in any way "feel about luck," you need to re-examine your actions and assess your behavior while all people do the same, with same needs and desires, at the same time.
Not all of us are on the same page, not all of us have realistic or unrealistic expectations and goals, not all of us have the same chemical composition in the brains, so we must all adapt to other people, events and societal phenomenon, however the collective of humanity pushes us around. If any one person would be alone on the planet, there would literally be no one to affect their "luck."
Don't rely on people or have expectations of people. If you're looking to mingle with people and have a specific goal—be it business, social, romance, assistance, etcetera—communicate it and you'll likely find out whether you're on the same page or not. The sooner you find out, the sooner you can move forward with them or move on. People have their ow shit to deal with and most don't often go out of their way to get others to open up to them.
Nobody owes shit to anybody. Nobody wants to be harassed after initially declining anybody's pleas or desires. Everything is courtesy, benevolence, respect, appropriate timing, minding own business or lack thereof.
Also, coincidences have fuck all to do with luck. Other people fall into unfavorable coincidences as well and there are billions of us.
