DLC can be something simple or a truly an expansion pack. e.g. Witcher 3 had a huge amount of free DLC over 10 or more. However, Heart of Stone and Blood & Wine were paid expansion packs.

Paying for those two did not feel like a scam. So depends what DLC is doing to the game/gameplay/story arc
 
It's not a scam since you know what you paid for and that's exactly what you got. If the game were bugged and they let you pay for patches, that would be a scam.
 
It does not seem like a scam because it is normal and has become accepted. The game is being sold as an unfinished product. Pay for something only to see that there is more to the game than what you initially paid for.
 
DLC doesn't always refer to selling you the game's ending or patching games. Nintendo for example released extra characters for super smash bros, some DLC's include the soundtrack and other fun content like extra levels, new missions. I think it's cool depending on what it is. A game company should not be trying to sell me endings, loot boxes, mystery items (those are 100% always scams) but it's not fair to say all DLC content is a scam.
