I donno about that. I"ve dipped into 30's plenty of times while fasting for 72hrs. Body is simply conserving energy and will turn your insides into extra glucose if necessary.

If you're malnourished, it's possible. If you're not consuming enough carbs/protein, it's possible. If your hormones are off, it's possible. If your medications cause it, then that's that. If you're an athlete or ex-athlete, your resting/sleep heart rate will be naturally lower. Your doctor would tell you more (or there's plenty legit info online).

If you want a higher heart rate during sleep, eat too close to bed with the meal including carbs :P
 
YOur body will just wake you up and liver dump glucose into blood if it goes too low for its natural or altered baseline, methinks. Eat more sugary carbs before sleep--that will likely spike the HR.
