I have to say, I am very happy you posted that. That’s one piece of music that I didn’t realize I was missing in my life.
Not sure whether Tool fall into the Metal category—there's much disagreement out there regarding what they are. The band doesn't like to be referred to as metal. They sound more like grunge rock to me.
They are among bands that kinda created their own niche. But given their overall sound, complexity of the arrangements with shifting time signatures (I'm a fairly accomplished guitarist and can say from experience that even their more simplistic tunes are not easy to play) makes them "progressive".
Metal is a term that does get thrown around a lot, even Led Zeppelin is sometimes referred to as "heavy metal", when they were clearly just a blues based hard rocking band, with some celtic/folk influences.
