Look into programs where they pay a fuckton of money to move into certain towns. You'd have to buy or renovate a home, or some shit, but there's possibly a path to citizenship that way. Apparently old people are dying off, young people are moving out or not fucking and they need citizens paying taxes and possibly fending off localized zombie apocalypses.
