Opinion Should every country have this law/licence/permit?

Every couple should have to apply for child permit, a licence/permit that
would be required to have a child.

How would a couple be eligible for the licence you ask?
A 2 day test, 1st day: written test 2nd day; individual psychology test + interview as couple
to determine are the couple mature enough to have child, fit for parenthood.
 
That would never happen in America. Here people want people who feel they are not in a position to have a child to be forced to have one anyway.
 
Well that has to be the dumbest Idea I have ever heard since someone pitched a tent in a minefield and asked what harm it would do to bang a few pegs in here ?

As a parent myself I know fine well; there is no handbook for being a parent, and children do not come with a set of instructions.
You can ask peoples advice, but at the end of the day, how you raise a child is your choice.
 
I believe it should remain the person's choice but I also believe people really need to closely examine their reasons and motives for deciding to procreate.

I do not have a maternal bone in my body so as there are quite sufficient bad parents in this world, I forsook any possibility, no matter how slight, of joining their ranks with voluntary sterilisation as soon as I was legally able to have one.. :)

It takes the 'worry' out of being close.

I wish people would stop suggesting this. Do you understand how that would work in the real world? Yes it may stop bad parents, people who aren't prepared to have a child (whether it be financially / mentally) but there would be a fuckload of discrimination. People would get denied for being people of color, for being LGBT, for looking a certain way or having a certain religion. It would be a flawed system. Systematic racism and homophobia would be "okay" reasons for someone to deny someone a license for this. LGBT people especially already have issues trying to adopt or foster children. It may sound like a great idea on paper, but it would turn into dystopian fiction. Even if I wanted to have a family (which I don't) I don't think I really want certain people policing who and who can't start a family based on the fact that I may have a woman partner or because I am an atheist.

What would the criteria be to get a license? Like Myers Brigg personality, IQ test, Tax forms, credit card statements? It sounds kind of horrible.
 
Even if all of the above would work perfectly, no discrimination or anything. What do you do to make sure people don't have kids without a license? Are you banning people from having sex? Lock everyone in a single person cage to make sure they don't?
What if someone still gets pregnant without a license? Are you going to kill the kid? Give a fine to the parents who can't pay and just make more kids? Send the parents to jail leaving the kid alone?

This idea would only work in a dystopia where absolutely every movement of every person is controlled by someone from above.
