If you're on android you can use the spot colour option on your photo editor. Can be a bit hit and miss with some shades but there's a tab to rub out the bits you don't want coloured back in.
Otherwise, chat gpt is good for photos that aren't too NSFW.

There’s also an app called color pop. Color spelt the American way not the English way
