Running out of hot water mid-bath

Sometimes (too often), my neighbor uses hot water while I shower and I'll end up standing nekkid, soapy, eyes closed because soapy face, getting cold out of the water stream, pathetic af, waiting for hot water to return and sometimes it's more than five minutes. I THIK THE NEIGHBOR DOES IT ON PURPOSE.
