Where's the promised features for the new network?

I have spoken with 1 moderater and 1 administrator about the new network acouple months ago and they advertised that there was a feature coming that allowed users to create their own group chats. They also had been advertising this promised feature since the new networks testing period.

Is this feature coming anytime soon?
