First but probably not main reason:
Woman are just far more beautiful. I really believe that, it hasn't even to do with sexual preferences I think.

Now the other reasons are:
- men rarely like other men's pictures. I guess it has to do with a latent fear of being seen as homosexual. Women seem to be more comfortable with that. That means a lot more potential "like" givers for women than for men.
- many women will refrain from liking pictures from men they do not know, because it is quite possible that the "liked" man will see it as an invitation. Which means the woman might have to deal with subsequent rejection or worse, with inappropriate pm's. Funny enough: the fewer likes men get, the more likely they are to contact the few woman who show some form of interest with their like. Thus causing the women to like less. It's a self feeding thing...

It is definitely the case that the prevalence of women/women media or porn, women-only masturbation videos, etc. is because the female body is considered more sensual and that conditions us all to feel judgement-safe in liking that.
