False. Entire body as a whole produces electrical charges--every cell, through chemical reactions--but only for own use. Brain is no more capable of producing electricity for own use than the heart--probably relative to volume of the organ. It's a lot more complicated than that, but the idea that the brain produces enough to light a bulb is silly.
