Request ISP network change, sudden ban message appearing on login attempt.

Back in October, my home network/client recieved a ban, and after sending an appeal, it seemed to have been lifted. Things were working well for a couple months and I could login with wifi again. But recently it seems to have come back or something. I never got a new ban notice, and haven't uploaded any pictures of anything recently. My account still works on other networks or using mobile, so I'm wondering if this is a mistake? Or do I need to submit another appeal? I know ISP providers sometimes rotate the IP addresses between houses, so perhaps this is someone else's ban that is now on me? And I guess, of this is something I need to send in an appeal for, what is the reason I select for the appeal? Proxy/vpn Ban? Thanks for all the help any of you can provide.1000002626.jpg
 
Now that I look back on it, there was a multiple-hour long power outage in my neighborhood a couple days ago. It was after that power outage was resolved that I am not longer able to login. I'm pretty sure it was a ban on someone else that the ISP gives Internet to that got shifted to me when the addresses were leased again. Is there something I can do to fix it? Or is this something an admin/mod has to take care of?
