How about prevention? No one talks about bullying and mental health for teenage males. If someone is brought up in a good environment, and has stable surroundings, they're far less likely to rape. Research needs to be done on the psychological factors that bring someone to to that state.
I would argue that rapists could of been torments as teen, and can't cope with there thinking.
With internet pornography, and a generation that know longer embraces sexuality in a positive way, we're bound to see a continuation of sexual assaults.
There are also puritans who isolate there teenage kids, and never let them have a chance to get it out of their system. I believe young people need to inoculate themselves though positive experience.
I wish schools and universities would stop pushing 100% academics, and focus more on developing peoples social skills, and preparing young adults to enter relationships responsibly.
People are becoming experts in Algebra and Shakespeare... but not given the opportunity to learn how develop socially.

I would impose a severe sentence on violent rapes, but I would be very careful when it's just a drunk guy who's gone to far. We don't need knee-jerk justice.
I think more focus needs to be done on preventing rapes that punishing rapes, and that begins with protecting the minds of the next generation.
