Fresh = never frozen. Just like with fresh vegetables.
But…. Frozen at sea… means when defrosted it’s probably “fresher” than a fish that’s come in on a trawler and sold as is.
Anything comes in a can if you put it in a can. Canned tuna, for example.

Well, can’t argue with that and really can’t be bothered 
Now. About frozen vegetables.
I’d rather eat frozen peas than “fresher” from a sore because freezing them preserves more nutrients. Fresh on the shelf could mean 4 days since picked. Healthier. Factually.
