"Repeating yourself" Muting

If we are in multiple chats and sending the same message in different chats, it considers us repeating ourselves; however, I believe it should only mute us if we repeat ourselves in the same chat.

Why should thousands of people see you spam the same thing across many channels? It's a nuisance. Junk. Low quality spam. Degrades user experience.
