I'm not the type to cause a fuss, but if asked if the meal was to my satisfaction, I'd say no. And give the reason, but in a polite and respectful way.
Call the waiter/ server, be polite, be clear and specific about your dissatisfaction. Stick to the point of your dissatisfaction, don't ramble and don't make it personal.
Then wait, see their reaction. ( they should offer you a resolution)
Depending on their suggestion accept or counter it with what you think it would be commensurate or fair.
If they have no reaction ( it might be because they don't experience nor decisional power) suggest that they speak with their manager.
PS. this starts from the presumption you are dealing with a normal decent person, if they are a cunt... go rogue )
