Could be your modem/router or it's on your ISP's end.
If it's the former, turning them off and leaving them unplugged for 5 mins and or resetting them to their factory settings should help. If not, see about getting a new one from your ISP.
If it's the latter, then there is nothing you can do except switching ISP's.

Sometimes, bumping up gain in your WiFi settings or changing channels helps, assuming you're on WiFi, but you're not giving any info.
Since we don't know anything about how you access teh interwebs, I suggest you switch to a lower gauge yarn.
